| 内容記述 | 本稿は，2010年以降，欧州諸国を中心に広がりをみせているNPG の考え方を基礎として，行政評価の再構築に向けて，戦略経営の必要性を提示することが目的である．わが国地方自治体は，1990年代以降，行政運営にNPM の考え方を取り入れ，行政評価に取り組んできた．しかしながら，地方自治体は，行政評価を通して，行政サービスが地域社会に与える効果を十分に検証することができなかった．政策体系に示される目的を達成するための手段の妥当性が評価できず，政策の有効性を評価できていないといった課題がある．本稿は，行政活動の成果・業績を地域社会の価値創造と位置づけ，地域社会の価値創造を実現するために，行政評価のあり方を再検討する．わが国地方自治体における行政評価の課題を再確認し，この課題解決に向けて戦略経営の必要性について論考する． | |||||||||||

| 内容記述 | The purpose of this paper is to present the necessity of strategic management for the reconstruction of performance measurement based on the concept of NPG, which has been spreading mainly in European countries since 2010. Japanese local governments have been working on performance measurement since the 1990s, introducing the concept of NPM in public management. However, municipalities have not been able to adequately verify the effects of public services on local communities through performance measurement. There is a problem that the validity of the means for achieving the objectives of the policy system cannot be evaluated. This paper considers the outcomes and achievements of administrative activities as the value creation of local communities, and reviews the way of performance measurement in order to realize the value creation of local communities. We reconfirm the issues of performance measurement in Japanese local governments and discuss the necessity of strategic management to solve these issues. | |||||||||||
