Japanese local governments have been working on performance measurement since the 1990s, introducing the concept of NPM in public management. However, municipalities have not been able to adequately verify the effects of public services on local communities through performance measurement. There is a problem that the validity of the means for achieving the objectives of the policy system cannot be evaluated. This paper considers the outcomes and achievements of administrative activities as the value creation of local communities, and reviews the way of performance measurement in order to realize the value creation of local communities.
