| 内容記述 | 1970年代後半から90年代の前半までの間，米国財務省が，対日通商摩擦と経常収支不均衡問題の解決のために，為替市場で進行するドル安・円高を容認したものの，問題が解決しないまま，ドル安・円高を是正するべく，日本と協調介入を実施することが繰り返しあった．この政策変更の背景には，米国経済や為替市場の情勢変化により，米国財務省が貿易の問題よりも解決の優先順位が高いと判断する新たな経済政策上の課題が浮上したことがあった．本稿は，こうした政策転換のあった，1978年，1987年，および1995年の三つの事例を取り上げて，通貨政策の過程に参加する各アクターの利益認識と選好の推移を追いながら，米国財務省のドル安容認政策の転換に関わる米国内の政治過程を説明するものである． The level of the Dollar-Yen exchange rate has often been one of the important agenda between the United States and Japan. In many cases, the U.S. Treasury preferred the weaker dollar to adjust the current account imbalance and to relax the trade friction between Japan. However, there were cases which, leaving the trade issues unsolved, the Treasury focused the negative effect of the weak dollar and reviewed their preference. This study explains the process of the U.S. exchange rate policy in above cases by clarifying the interests and preferences of the Treasury and domestic actors involved in the process. |
