| 内容記述 | 2012年8月に，政府が行うものとしては初めてとなる討論型世論調査が行われた．本稿では，この政府主導により実施された原発を中心としたエネルギー選択の問題とその政策についての国民的議論に関する討論型世論調査について，その実施状況の検討を行う．そして，国レベルにおけるもう一つの討議の場である国会での熟議の位置づけと機能について比較検討を行っていく．その検討を通し，制度的次元における討議の場が，政策の反映方法としてのどのような可能性があるかについて考えていく． In August 2012, the Japanese Government for the first time introduced the “deliberative polling”. This study first analyses the process and effect of the deliberative polling that was conducted by the government in order to reflect public opinion ahead of the national decision on Energy and Environmental Policy Opinions. It secondly discusses the positioning and functionality of the deliberation in the Diet. Finally it examines the possibility to reflect the deliberative polling in policy-making on the institutional dimension. |
