| 内容記述 | 近年，ワーキングマザーの増加に伴い待機児童が増加している現状を受けて，これまで福祉政策の対象として捉えられてきた「保育」が「保育サービス」として民間企業によって供給されつつあり，そこでは市場メカニズムによる競争原理の導入が図られている．この変化によって，供給される保育の「質」とは何かという問題があらためて提起されるようになってきている．本稿では，まず保育サービスは価値財の性質を有し，一定の公的介入の下で市場を通じて供給することが可能なサービスであることを明らかにしている．また保育の質は子どもの将来を見据えた長期的視点にもとづいて評価されるべきものであるが，代替的な評価尺度として保護者の保育への満足度やニーズに着目し，質問紙調査による実証研究を試みている．その結果，保護者は保育所へのニーズとして安全性，料金の安さ，自宅からの近さを重視するが，保育サービスとしてお稽古事や知識型の学習よりも人格的な素養を育む保育を求めていることが明らかとなった．また，保護者の現状に対する満足度は認可保育所と認証保育所との間に一定の差が存在することも明らかとなった． In recent years, because the numbers of working mothers have been increasing, the number of children on waiting lists for nursery schools has been increasing. Therefore, now, nursing which used to be considered as a focus of welfare policies, has been supplied by private companies as a nursing service. In this situation, introduction of the principle of competition by the market mechanism is encouraged. With this change, the issue of what ‘the quality’ of nursing provided by them is, has been raised again. In this paper, firstly I clarify the fact that the nursing service has a nature of Merit Goods, which can be supplied through the market under certain official intervention. Also, generally the quality of nursing should be evaluated based on a long term viewpoint with which people look into the children’s future. However, I have focused on the parents’ satisfaction level and needs placed on the nursing service as an alternative evaluation measure and I have implemented an empirical research by questionnaire survey. As a result, I found that the parents tended to regard ‘safety’ ‘price’ and ‘location (close to their home)’as important for the needs, while they demanded the nursing service with which their children could acquire knowledge and morality as humans rather than learning something specific or knowledge-based study. Also, I found that in the parents’ satisfaction level for the current situation, there was a certain difference between certified nursery schools and uncertified nursery schools. |
