Evaluators must bring evidence to answer questions about how well the program functions. An evaluation of after school programs in Texas in the United States did this as well. Sam Smith Public Schools (a pseudonym) operates eight after school programs in the Houston area. Receiving funding from the United States Department of Education via the Texas Education Agency, program evaluation by an external evaluator was required. Evaluations help ensure that funding is well spent, but also allow any issues in program implementation to be remedied and the program to be improved. In this evaluation, guidelines that were set in state law prescribed both the evaluation questions and the data that would be available to answer those questions.\nThis paper examines the appropriateness of the questions and the kinds of data that could be used to answer them. Results show that some of the evaluation questions should be reworded to better focus on the quality of program implementation.
