{"created":"2023-05-18T10:24:30.700646+00:00","id":104,"links":{},"metadata":{"_buckets":{"deposit":"cc72d725-9bae-4b4b-953c-5e9c89b7b391"},"_deposit":{"created_by":7,"id":"104","owners":[7],"pid":{"revision_id":0,"type":"depid","value":"104"},"status":"published"},"_oai":{"id":"oai:togaku.repo.nii.ac.jp:00000104","sets":["1:6:45"]},"author_link":["166","167"],"control_number":"104","item_10002_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2016-03-15","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"1","bibliographicPageEnd":"32","bibliographicPageStart":"1","bibliographicVolumeNumber":"4","bibliographic_titles":[{"bibliographic_title":"現代経営経済研究"},{"bibliographic_title":"Toyo Gakuen University business and economic review"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"産業の保護・育成，衰退局面における規模縮小の円滑化などの目的で展開される産業政策は，多かれ少なかれ，市場の参入や退出，供給量，コスト，価格に介入し，競争に影響を及ぼすものである．\n　本稿では，まず，過剰供給構造への対処を標榜する近年の産業政策立法を概観し，これらが合併や事業提携により企業の数を減らす政策であったことを明らかにする．\n　次いで，これらの立法が産業組織に与えた影響について，セメントとポリプロピレンの2産業を選んで，それぞれの市場構造，市場行動，市場成果の変化を具体的に観察する．\n　企業数を政策的に減少させたこれら2産業においては，次のような産業組織の変化が見られた．\n　セメントでは，需要の減少が大きいこともあり，企業数の減少の価格への悪影響は見られなかった．\n　ポリプロピレンでは，需要が伸びていく中で企業数が激減したが，輸入関税率が引き下げられるなど国際市場との連動性が高まっていった．違法な価格カルテルが行われた期間を除き，価格支配はできていないようである．\n　両産業とも，経済厚生については，顕著な改善効果は見いだせなかった．\n　したがって，集中度が高まったことが高価格をもたらすことにはつながらなかった一方，企業数を減らし，1社当たりの国内市場規模を大きくすることは効率の増進にも結び付いていないと言える．\n　市場の競争に介入する産業政策については，「市場の失敗」が「政府の失敗」に姿を変えることのないよう，このような客観的論証が不可欠である．\n  Industrial policies, which aim to protect and support growing industries or to facilitate restructuring in declining industries, more or less affect competition in the industry by intervening its entry or exit, supply, cost or price.\n  This paper describes recent legislative development of industrial policies which deal with overcapacity. It is found that these laws encourage the reduction of number of companies in each industry.\n Two industries, cement and polypropylene, are focused on and observed how the market structure, market conduct and market performance in each industry has changed, to find out those laws’ impact on the industrial organization.\n  In the cement industry, where its demand was declining so much, decrease in number of companies didn’t adversely affect the market price.\n  In polypropylene, while its demand increased, the number of companies fell dramatically, but its price began to fluctuate along with the international market price helped by a drop in its tariff rate.
